CALOOCAN City continues to face one of Metro Manila’s most persistent urban challenges – severe traffic congestion rooted in decades of rapid urban growth and an outdated road network.
Narrow streets, dense communities and the rising number of vehicles have created daily bottlenecks that strain both commuters and traffic managers, making mobility increasingly difficult.
Within these constraints, a more coordinated and disciplined traffic management approach is emerging in the city, aiming to restore order and improve road efficiency.
At the heart of these efforts is Engineer Jay Bernardo, head of the Caloocan City PSTMD (Public Safety and Traffic Management Department).
A seasoned engineer and planner, Bernardo applies technical expertise and field discipline to translate traffic concepts into practical, on-ground solutions.
His initiatives include intensified enforcement against illegal parking, removal of road obstructions and strategic deployment of traffic enforcers at critical intersections.
Regular road clearing operations and improved coordination among field personnel have also helped ease congestion in key choke points across the city.
These efforts are aligned with Mayor Dale Gonzalo “Along” Malapitan’s border traffic and public safety program prioritizing discipline, order and infrastructure improvement.
The mayor’s leadership provides policy direction and institutional support, ensuring that traffic reforms are consistently enforced and expanded across the city.
Through collaboration with agencies such as the Metropolitan Manila Development Authority and the Department of Public Works and Highways, the city strengthens both enforcement and infrastructure solutions to congestion.
Bernardo bridges policy and execution, applying engineering thinking to treat traffic not only as enforcement but as a system-wide challenge requiring planning and discipline.
While Caloocan’s traffic problems are deeply rooted and cannot be solved overnight, ongoing reforms show a steady and positive direction.
