‘Trabaho para sa Pilipino’ Bill isinulong sa Kamara

MANILA, Philippines- Upang agad na makabangon matapos ang hagupit ng pandemic, isinusulong ni House Labor and Employment Committee Chairman Rizal Rep. Fidel Nograles ang pagsasabatas ng House Bill 8400 o Trabaho para sa Pilipino Act.

Ayon kay Nograles, sa oras na maisabatas ang panukala ay masisilbi itong “national jobs creation plan” na tutugon sa naging malaking problema ng bansa sa kawalan ng trabaho bunsod na rin ng epekto ng COVID-19.

“We need to institutionalize and expand the current National Employment Recovery Strategy or NERS and establish a Jobs Creation Plan (JCP), which would help us address the various labor, social, and economic issues that have cropped up during the pandemic,” pahayag ni Nograles.

Ang House Bill 8400 ay nakatakdang isalang sa deliberasyon sa plenaryo sa susunod na Linggo.

Sa ilalim ng panukala ang Inter-Agency Council for Jobs and Investments ay aatasan na magsagawa ng comprehensive analysis sa employment situation at labor market ng bansa at kasunud nito ang pagbuo ng medium- and long-term JCP.

Ang council ay bubuuin ng mga kalihim ng National Economic and Development Authority, Department of Trade and Industry, Department of Labor and Employment, Technical Education and Skills Development Authority, Department of Budget and Management, Department of Finance, Department of the Interior and Local Government; at kinatawan ng employers’ organizations, labor groups, marginalized sector at informal sector.

“The measure would be crucial in helping Filipinos find meaningful employment. We are not only talking about around 2.18 million unemployed Filipinos that comprise our 4.2 percent unemployment rate, but also at least 15.68 million informal workers that have been affected by the closure of various businesses during the pandemic,” paliwanag ni Nograles.

Hinimok ng mambabatas na tiyakin na kasama sa JCP ang national, regional at local government units sa bansa partikular a ang Bangsamoro Autonomous Region of Muslim Mindanao (BARMM).

“The bill requires the active participation of LGUs, as we recognize their vital role in localizing the JCP and ensuring it will fit the unique context of their jurisdictions. Naniniwala tayong sa muli nating pag-usad, wala dapat maiiwan. Umaasa ako na susuportahan nang lubos ng ating mga kasama ang panukalang ito,” pagtatapos pa ni Nograles. Kris Jose
