MAHIGIT P250 billion ng Department of Public Works and Highways proposed allocation for flood control projects ay ini-‘realign’ sa ibang ‘items’ ng 2026 budget alinsunod sa direktiba ni Presidente Bongbong Marcos na nagsasabing “there would be no new allocations for flood control next year.”
Ang resulta, ang proposed Assistance to Individuals in Crisis Situations budget para sa 2026 ay tumaas mula P26.9 billion to P59.5 billion at ang Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers naman na mula P12.1 billion ay tumaas ng P26. 9 billion. Ang AICS ay pinangangasiwaan ng Department of Social Welfare and Development at ang TUPAD naman ay sa ilalim ng Department of Labor and Employment.
Pero teka buuin natin ang kwento – bagama’t walang bagong alokasyon, sinabi ni BBM na ang P300 billion ay ilalaan para sa flood control projects “WOULD BE CARRIED OVER TO 2026, provided that the necessary safeguards are in place.”
So, hindi pa pala naubos yung pera sa flood control projects dahil P300 billion pala!
Para bang sinabi ni BBM — WALANG BAGONG PONDO DAHIL SA 2025 ‘DI PA UBOS ANG PERA SA FLOOD CONTROL PROJECTS.
Pero anong “Safeguards” ang pwedeng panghawakan ng sambayanan na ang natitira sa P300 bilyon at ang inilipat na pondo sa AICS at TUPAD ay hindi mauuwi sa bulsa ng iilan?
ANONG SAFEGUARDS ANG HINDI KAYA LUSUTAN NG MGA MANDARAMBONG SA GOBYERNO?
Don’t worry bubusisiin naman yang budget ng mabuti bago pirmahan ng Presidente.
Dati, sinabi ni Executive Secretary Lucas Bersamin na “NO PAGE OF THE 2025 BUDGET WAS LEFT UNTURNED BEFORE THE PRESIDENT SIGNED IT INTO LAW.”
Ganun ba ulit?
At hanggang hindi nakukulong ang mga sangkot sa katiwalian at patuloy na pinagtatakpan mukhang malabo yang safeguards na yan.
