CSC sa gov’t agencies: Flexi work schemes pairalin vs mabigat na trapiko sa NCR

MANILA, Philippines- Hinikayat ng Civil Service Commission (CSC) ang mga ahensiya ng gobyerno sa Kalakhang Maynila na i-adopt ang Policies on Flexible Working Arrangements (FWAs) sa gobyerno bilang suporta sa kasalukuyang inisyatiba para pagaanin ang sitwasyon sa trapiko.

“The National Capital Region (NCR) has the largest number of government workers in the country, with 440,009 or 22.30 percent of career and non-career personnel. The prevailing traffic conditions in the metro not only hinder their mobility but also impact their productivity, particularly for those who commute daily. By adopting the FWA, we can not only enhance their efficiency but also safeguard their health, safety, and welfare,” ayon kay CSC Chairperson Karlo Nograles.

Winika ni Nograles na ang mga polisiya sa FWAs sa gobyerno, ipinahayag sa pamamagitan ng CSC Memorandum Circular (MC) 6, s. 2022, itinatag para “institutionalize adaptable and responsive work schemes for civil servants to promote the efficient and effective performance of governmental functions despite disruptive situations, including the worsening traffic situation in the metro.”

Gayunman, binigyang-diin ni Nograles na ang pagsang-ayon sa FWA ay nasa diskresyon ng pinuno ng ahensya, dapat lamang ay tiyakin sa stakeholders at kliyente ang patuloy na paghahatid ng serbisyo mula alas-8 ng umaga hanggang alas-5 ng hapon kabilang na ang lunch break, sa panahon ng workweek.

“Atin pong siguruhin na hindi matitigil ang pagbibigay ng maayos, mabilis, at maaasahang serbisyo publiko buong linggo kahit na tayo ay may FWA,” ayon kay Nograles.

Sa ilalim ng MC 6, maaaring pumili ang ahensya ng pamahalaan na i-adopt ang anuman sa anim na FWAs upang magawang suportahan ang mekanismo para sa mga opisyal at empleyado ng gobyerno.

Ang “Flexiplace is an output-oriented work arrangement that authorizes government officials or employees to render service at a location away from their office on a temporary basis duly approved by the head of office/agency. This arrangement includes working from home, a satellite office, or another fixed place.”

“The compressed workweek is a work arrangement whereby the 40 hours workweek for five days of the government officials or employees is compressed to four days or less, as may be applicable, while skeleton workforce refers to a work arrangement where a minimum number of government officials or employees is required to staff the office to render service when full staffing is not possible,” paliwanag ni Nograles.

Ayon pa kay Nograles, ang “Work shifting is a work arrangement applicable to offices/agencies mandated by law to operate 24-hour continuous service delivery daily, or to agencies required to observe workplace health and safety protocols.”

Tumutukoy aniya ang Flexitime sa work arrangement kung saan pinapayagan na pairalin ang flexible time para sa opisyal at empleyado ng gobyerno mula alas-7 ng umaga hanggang alas-7 ng gabi, dapat lamang na mapagtagumpayan ang required na 40-hour workweek.

Maaari rin aniyang ipatupad ng mga ahensya ang kombinasyon ng anumang FWAs na akma sa mandato o gawain ng ahensya.

Kailangan namang bumalangkas ang mga ahensya ng guidelines ng FWA, kabilang na ang mga tungkulin na pinahihintulutan na matapos sa labas ng tanggapan, health, at communication protocols, performance standards at monitoring mechanisms, at ang probisyon ng support mechanisms. Kris Jose
